The theme of the program is that ‘small things’ have the potential for the future.
At a time when there is a need to shift away from mass production and mass consumption, small-scale fishing operations rooted in the community are environmentally friendly, directly linked to people’s lives. They are also flexible and sustainable. This show spotlights the ingenuity, relationships, and ability to create the future that can only be done because of smallness. Even if it is small, it has the power to make the future. Through this program, we will carefully deliver the reality of small-scale fisheries and their profound appeal. Our guest this time is Associate Professor Yinji Li, Department of Fisheries, School of Marine Science and Technology, Tokai University. She specializes in small-scale fisheries and coastal fisheries. A self-proclaimed “fisher’s apprentice” who takes a transdisciplinary approach in her research and maintains a field-oriented attitude. In the program, Dr. Li discussed the reality that many of Japan’s fisheries, which are often referred to as a “developed fishing nation,” are family-operated and small-scale, and that small-scale fisheries are Too Big To Ignore.

The Fresh Shirasu (whitebait) in Tagonoura
田子の浦漁港の「新鮮なシラス」
On May 10, Girls Who Fish Japan was held at Tagonoura Fishing Port in Fuji City, Shizuoka Prefecture. Unfortunately, due to the weather, we were not able to see the shirasu (whitebait) fishing, but we took a fishing boat and cruised for about 10 minutes in Tagonoura Bay.
After that, we invited two lecturers from the Tagonoura Coop: Mr. Satoshi Mochizuki, a fisher and a university student at the same time, and Ms. Natsuko Furue, who oversees the fishing port cafeteria. We learned about shirasu, a specialty of the Tagonoura area. The fish is landed using a sustainable fishing method called single-boat seine and is quickly frozen for outstanding freshness!
There is a reason for the deliciousness of raw whitebait and fried whitebait! For lunch, we enjoyed the signature dish “Greedy Bowl” at the popular fishing port cafeteria. A luxurious half-bowl where you can enjoy both raw and fried whitebait, “Shirasu Croquette” is also available, a combination of Mishima croquettes and whitebait. We thoroughly enjoyed the local flavours.
The participants included members of the Girls Who Fish Japan group, Professor Seiichi Hiratsuka and Associate Professor Yinji Li from the Department of Fisheries, School of Marine Science and Technology, Tokai University, students, young officials from Shizuoka Prefecture, and ordinary members of society. It was a day filled with learning and discovery.
5月10日に、静岡県富士市・田子の浦漁港で「漁する女子ジャパン」勉強会を実施。あいにくの天候でシラス漁の見学はできませんでしたが、漁船に乗って田子の浦湾を10分ほどクルーズ。スピードと波の迫力にワクワクしながら、海の力強さを体感しました。
その後、漁協理事で壮青年部会長、漁師で現役大学生の望月敏さん、漁港食堂の事業を担当されている古江奈津子さんのお二人を講師にお迎えして、田子の浦の名産・シラスについて学びました。一艘引き漁という持続可能な漁法で水揚げされ、急速凍結されることで鮮度が抜群！
生シラスと釜揚げシラス、それぞれの美味しさの理由がよく分かりました。お昼は人気の漁港食堂で、看板メニュー「欲張り丼」を堪能。生シラスと釜揚げシラスが両方味わえる贅沢なハーフ丼に、三島コロッケとシラスが合体した“シラスコロッケ”も登場！地元の味を満喫しました。
参加者は「漁する女子ジャパン」のメンバーをはじめ、東海大学海洋学部水産学科の平塚聖一教授と李 銀姫准教授、学生の皆さん、静岡県の職員、一般の社会人など多彩な顔ぶれ。学びと発見の多い一日となりました。

Looking at the future of the Yui Community: Tatsuya Oishi, the new president of the Yui Fisheries Cooperative, “Fishing that does not take too much,” and the power of local communities
由比港の未来を見つめて ─ 新組合長・大石達也さん「取りすぎない漁業」と地域の力
Yui fishing port, Shizuoka City, Shizuoka Prefecture. This small community on Suruga Bay is known for its “Sakura shrimp” that are caught in spring and autumn. Our guest this time is Mr. Tatsuya Oishi, the new president of the Yui Fisheries Cooperative Association. With the perspective of a fisher who has been standing in the field, Oishi is focusing on creating an environment where fishers can work with peace of mind and increase the value of Sakura shrimp.
In the interview, Mr. Oishi talked about the fishers’ decision to take a break from fishing to recover the stock voluntarily and shared his thoughts on the future of Yui’s fishing, as well as his desire to pass on the tradition to the next generation through “fishing that does not take too much.”
In addition, we encountered a precious scenery that can only be seen once a year: the work of raising the Sakura shrimp fishing boats to land. From the moment the boats were lifted by a crane and transported by a trailer, one can feel the wisdom and beauty of the people who live by the sea.
The “Sakura Shrimp Festival” held in June attracted many visitors from within and outside the prefecture, and it was so popular that a long line formed for the local flavour of kakiage Sakura shrimp (deep-fried shrimp). It was an opportunity to realize once again that the connection between the fishing port and the people is what makes this community so charming.

静岡県・静岡市由比港。駿河湾に臨むこの小さな港町は、春と秋に水揚げされる“サクラエビ”で知られています。今回のゲストは、由比港漁業協同組合の新組合長・大石達也さん。現場に立ち続けてきた漁師としてのまなざしで、漁師たちが安心して働ける環境づくり、そしてサクラエビの価値を高める取り組みに力を注いでいます。
取材では、資源回復に向けて漁を自主的に休んだ判断や、これからの由比の漁業のあり方──「取りすぎない漁」で次世代へつなぐという、大石さんの想いを伺いました。

Continuing from the previous episode, we are pleased to welcome Dr. Ratana Chuenpagdee, TBTI Global Director and Professor at the Memorial University of Newfoundland in St. John’s, Canada.
The theme this time is “Japanese small-scale fisheries and their connection to the future.” Dr. Ratana has a strong interest in the organizational strength of fisheries cooperatives in Japan and their community-based initiatives, particularly the field visit in the Yui community, which attracted attention to the activities of women. She noted that small-scale fisheries play a significant role in managing local resources and ensuring the sustainability of fishing, and she was impressed by the vitality of the community.
And how young people and women who will lead the next generation can get involved in fishing and connect with the world. Shiori Hirata, a third-year university student aiming to become an ama diver
夢に向かって!海女さんをめざす大学 3 年生平田汐里さんのリアル
This time’s guest is Shiori Hirata, a third-year student in the Department of Fisheries, School of Marine Science and Technology, Tokai University. “My dream for the future is to be an ama diver”. Her straightforward thoughts and tanned smile dazzled me, and I had always wanted to talk to her.
“It all started when I was in the fifth grade of elementary school, when I was in the sea of Tottori, which I participated in with my family.” She admired the lively appearance of the sea creatures shown by the local ama divers, and she dreamed of “I want to be like that too.“
To fulfill that dream, she went to the Department of Fisheries at Tokai University. She now learns a wide range of topics from the ocean, aquaculture, and protection of marine resources to distribution and processing, and is also working hard to prevent drowning accidents at the Life Saving Club.
This summer, she is trying to go to bed early and get up early in preparation for activities under the scorching sun, and to obtain a special small vessel license. “When I become an ama, I want to not only support the dining table, but also help revitalize the community,” she says, with a gaze looking at the future and a strong will. Living with nature and passing on to the next generation, Yasushi Mochizuki, a set net fisher, looks to the future of Yui's community
自然とともに暮らし次の世代につなぐ、由比の町の未来を見つめる定置網漁師・望月保志さん
This time’s guest is Yasushi Mochizuki, a fisher from Yui, Shizuoka Prefecture. In the morning, he goes fishing, grows vegetables in the fields during the day, and teaches local children about the charm of fish in the evening. He is a “modern fisher” who is active in the three fields of fishing, agriculture, and food education.
“I was surprised that the number of adults who couldn’t handle fish is increasing. “There were children who didn’t know the difference between horse mackerel and saury.” With this in mind, Mochizuki is also focusing on food education at local schools and cooking courses.
In addition, the children’s cafeteria run by his wife provides unused fish caught by Mochizuki and vegetables harvested in the fields. While supporting each other as a family, they deliver the blessings of the sea and fields to the community.

「しずまえ鮮魚の魅力をもっと広めたい!」 静岡市・北川春子さんに“しずまえの魅力と可能性”を聞く
Shizuoka City’s Maehama coastal area “Shizumae”. The fish caught here is called “Shizumae fresh fish” and has supported the tables of the local people. However, sometimes it is so familiar that even locals are not aware of its value.
This time’s guest is Haruko Kitagawa, who is in charge of promoting Shizumae fresh fish at the Fisheries Promotion Division of the Shizuoka City Economic Bureau. From her experience guiding friends from outside the prefecture to various tourist spots in Shizuoka City, Kitagawa realized that “Shizumae fish is the charm she wanted to convey,” and she volunteered for her current job.
Recently, she has been working closely with the local community, such as producing tourism pamphlets with members of the Shizumae Promotion Council. The large meandering of the Kuroshio Current alters the weather, affecting the fishing environment and catch levels. So, will that trend go back? ──The answer is not easy. Nature is a very complex system in which many elements are intertwined. That is why the professor says, “Not knowing is what makes it interesting.”

未来の漁師を育てる学校・静岡県立漁業高等学園 阿久津哲也園長インタビュー
Shizuoka Prefectural Fisheries Vocational School is a boarding school that trains fishers who will be responsible for the future of fishing. This time’s guest is Tetsuya Akutsu, the school’s principal.
We talked about the educational field that fosters knowledge, skills, and mindset as a fisher in the limited time of one year. The image of a fisher that Mr. Akutsu talks about is “shy” but “a person who doesn’t hesitate, faces nature, and thinks he did it!” The essence of fisheries lies in the attitude of living with nature.
He also discussed his expectations for new developments, such as land-based aquaculture in port areas, in today’s era, when the barriers between aquaculture and fisheries are disappearing. And finally, his words, with a smile, that “Japanese people are happy enough with fish, rice, and a little vegetables,” give me a deep love for the fish-eating culture and a message for the future.

1年間という限られた時間の中で、漁師としての知識・技能、そして心構えを育てる教育現場についてお話を伺いました。阿久津先生が語る漁師像は「シャイで恥ずかしがり屋」でも「くよくよせず、自然と向き合い、やったぜ〜！と思える人」。自然と共に生きる姿勢の中に、漁業の本質が見えてきます。
また、養殖と漁業の垣根がなくなりつつある現代、港湾地域での陸上養殖など新たな展開への期待も語ってくださいました。そして最後に、「日本人は魚と米と少しの野菜で十分幸せ」と笑顔で語る先生の言葉に、魚食文化への深い愛情と未来へのメッセージを感じます。

Creating the Ocean’s Future with Colleagues: Daisuke Kobayashi Talks About the Power of Teamwork in ‘Umigyo’
「仲間とつくる海の未来 小林大介さんが語る“海業”のチーム力」
I visited the Uchiura Fisheries Cooperative in Numazu City, Shizuoka Prefecture. This day is a local autumn festival. The port was filled with music, and the smiles and liveliness of the fishermen were enveloped in it.
Daisuke Kobayashi, a fisher and chairman of the Shizuoka Prefecture Fisheries Cooperative Youth Division Federation. He is a leader who runs gillnet fishing, seaweed farming, and recreational fishing boats, and brings together the younger generation of fishers.
“How can we continue fishing in the future with limited resources? From the way Mr. Kobayashi said this, I could feel a strong belief.
The sea in Uchiura is calm, and the river that receives the meltwater from Mt. Fuji flows into it, nurturing fish. The farming of horse mackerel accounts for the largest production volume in Japan, and many people visit the fisheries cooperatives’ directly operated store, “Ikesuya,” in search of fresh live horse mackerel.
And now, Mr. Kobayashi is working on “Umigyo”. In addition to the work of fishers, this is a new initiative that takes advantage of the charm of the sea, offering experiences such as fishing and sightseeing. “It is important to make earnings and try to continue the family business, not just volunteering,” contained a strong desire to “never leave the sea” and a perspective on the future.
Teamwork and challenges born in a small port. That’s what “Small is Future.”

静岡県沼津市・内浦漁協を訪ねました。この日は地元の秋祭り。港にはお囃子が響き、漁師さんたちの笑顔と活気に包まれていました。
お話を伺ったのは、漁師で静岡県漁協青年部連合会の会長小林大介さん。刺し網漁やわかめの養殖、遊漁船を営みながら、若い世代の漁師たちをまとめるリーダーです。
「限られた資源の中で、どうやってこれからの漁業を続けていくか。一人ではなく、仲間と一丸になって挑戦していきたい。」そう語る小林さんの姿からは、力強い信念が伝わってきました。
内浦の海は穏やかで、富士山の雪解け水を受けた川が流れ込み、魚たちを育む豊かな海。 マアジの養殖は全国一の生産量を誇り、漁協の直営店「いけすや」には新鮮な活あじを求めて多くの人が訪れます。
そして今、小林さんが取り組むのが「海業（うみぎょう）」。漁師の仕事に加え、漁業体験や観光など、海の魅力を活かした新しい取り組みです。「ボランティアではなく、きちんと収益を得ながら続けていくことが大切」と語るその言葉には、“海から離れない”という強い想いと、未来への視点が込められていました。
小さな港で生まれるチームワークと挑戦。それこそが、「スモールイズフューチャー」

From a Small Harbour to a Big Future: Third-Generation Fisher Katsuya Hiyoshi’s Umigyo Story
小さな港から、未来をつくる！三代目漁師・日吉勝也さんの“海業”物語
Uchiura, Numazu City, Shizuoka Prefecture. In a port city overlooking the calm sea and Mt. Fuji, he is engaged in the cultivation of red sea bream. We talked to Eiichi Maru, a third-generation fisher, Katsuya Hiyoshi.
Hiyoshi is taking on the challenge of developing a new brand fish, “Yume Aji”, with “Sakana Dream”. “The world never goes well from the beginning, and if you don’t give up, the end will not come.” Behind those words was the fisher’s determination to open up a new future called “Umigyo”.
This time, it was recorded along the road near the port. There are some environmental sounds, such as the sea breeze and the sound of cars, but I hope you can feel it like “the afternoon air of Uchiura”.
Hope and challenge born from a small port. We will deliver the voice of Mr. Hiyoshi, who lives with the sea.

日吉さんは「さかなドリーム」とともに、新しいブランド魚“夢あじ”の開発に挑戦中。「世の中、最初からうまくいくことはない。あきらめなければ終わりは来ない」。その言葉の奥には、“海業”という新しい未来を切り拓く漁師の覚悟がありました。

Caring for the Sea, from the Yui community toward the Future
海に心を寄せて、由比の浜から未来へ
In the midst of autumn sakura shrimp fishing, we spoke with Miki Jitsuishi, who has been supporting the fishery for many years as the women’s group of the Yui Fisheries Cooperative.
At the beginning of the interview, the sun-dried sakura shrimp I saw on the riverbed of the Fuji River was an unforgettable sight, with its orange colour shining brightly against the blue sky.
Cherry shrimp fishing, which used to be done individually, has also moved to a “pool system” to protect resources. The women’s group is responsible for washing boxes, cleaning the port, and making kakiage (deep fried Sakura shrimp). The spirit of “getting along and being equal” supports a small port.
In the midst of the decline in fish and the instability of income, Jitsuishi still speaks quietly and kindly, but strongly.
“If you have your heart on the sea, you can coexist with each other.”
“We want to continue working together as a family without leaving the sea.”
The words of Jitsuishi, who lives on Yui’s coast, were like a lighthouse that illuminates a bright future.

サクラエビ秋漁の真っただ中、由比漁協の女性部として長年浜を支えてきた實石三紀さんにお話を伺いました。
取材の冒頭、富士川河川敷で見たサクラエビの天日干しは、青空にオレンジ色が鮮やかに映える、忘れられない風景でした。
かつては家ごとに行っていたサクラエビ漁も、資源を守るため 「プール制」 へ。女性部が担う箱洗い、港の掃除、かき揚げづくり。小さな港を支える“仲良く・平等に”の精神。
魚の減少や収入の不安定さの中で、それでも實石さんは静かに優しく、でも強く語ります。
「海に心を寄せていれば、共栄共存できる」
「海から離れず、家族で協力して続けてほしい」
由比の浜に生きる實石さんの言葉は、明るい未来を照らす灯台のようでした。

“The Sociology of Fishing Villages: Creating the Future Through Food” Guest: Professor Izumi Seki, Faculty of Humanities, Tokai University
「漁村社会学 “食べる”から未来をつくる」 ゲスト：東海大学 人文学部 関いずみ教授
Our guest this time is Professor Izumi Seki, who is researching “Sociology of Fishing Villages” at the Faculty of Humanities, Tokai University. She continues her research by broadening her horizons beyond fisheries to include agriculture, mountains, and fishing villages, with a close focus on the region’s lifestyle, culture, and issues. Dr. Seki is also focusing on building a network that connects people in the field with consumers, governments, and researchers, and has launched the general incorporated association “Umi Hito Net” to support women starting new businesses in fishing villages.
“While touring fishing villages around Japan, I was impressed by the sight of fishers proudly saying, ‘The fish I caught is the best in Japan!’ Furthermore, while facing the harshness of the fishing industry, the fisher said, ‘I am happy to be able to work in the sunshine of the day.’
Humans live by “eating”. When you eat fish, imagine the activities of the people behind it!

今回のゲストは、東海大学 人文学部で「漁村社会学」を研究されている 関いずみ先生。漁村の暮らしや文化、地域が抱える課題に寄り添い、漁業だけでなく農山漁村まで視野を広げて研究を続けています。現場で生きる人びとと、消費者・行政、研究者をつなぐネットワークづくりにも力を注ぎ、一般社団法人 「うみ・ひと・ネット」 を立ち上げ、漁村で新たに起業する女性たちを支える活動も行っています。
日本各地の漁村を巡る中で印象に残ったのは、「俺のとった魚が日本一うまい！」と誇りを語る漁師の姿。さらに、漁業の厳しさに向き合いながら「その日いちばんの太陽の光を浴びて働けることが幸せ」と語った漁師たちのまっすぐな言葉でした。
人間は“食べること”で生きている。
魚を食べるとき、その背景にある人の営みを想像してほしい！

Miho’s Underground Seawater and How Fish Grow: Lessons from Professor Akiyama’s Aquaculture Research
「三保の地下海水と魚が育つということ」 ～ 秋山先生の養殖研究から～
This time’s guest is Professor Nobuhiko Akiyama of the Department of Fisheries, Tokai University. His specialty is breeding and raising aquatic creatures.
The stage is Miho, Shimizu Ward, Shizuoka City, Shizuoka Prefecture. Underground in this land, there is “underground seawater” suitable for oxygen-free aquaculture, with water temperature almost constant year-round and almost no larvae of adherent organisms. The inspiration and instructions of his mentor, Professor Ogasawara, revealed his characteristics, and aquaculture research in Miho began in earnest.
Flounder, kingfish, salmon, and mackerel, the so-called “Miho no Matsu series” farmed fish, are established only when there are conditions of Miho’s underground seawater. Furthermore, Dr. Akiyama sees the possibility of not only aquaculture using underground seawater, but also cooperation with agriculture, such as Orido eggplant and edamame, and wants to develop Miho into a “mecca for the primary industry where aquaculture and agriculture coexist.”

今回のゲストは、東海大学海洋学部水産学科の秋山信彦教授。専門は、水の中の生き物を繁殖させ、育てることです。
舞台は、静岡県静岡市清水区・三保。この土地の地下には、水温が一年を通してほぼ一定で、付着生物の幼生がほとんど存在しない、無酸素な養殖に適した「地下海水」があります。恩師・小笠原先生のひらめきと指示をきっかけに、その特性が明らかになり、三保での養殖研究が本格的に始まりました。
ヒラメ、カワハギ、サーモン、サバいわゆる「三保の松シリーズ」と呼ばれる養殖魚は、三保の地下海水という土地の条件があってこそ成立しています。さらに秋山先生は、地下海水を活かした養殖だけでなく、折戸ナスや枝豆など農業との連携にも可能性を見出し、三保を“水産養殖と農業が共存する一次産業のメッカ”へと発展させたいと語ります。
